Even the governor known for her tough-love approach to COVID-19 prevention was not about to shut down Halloween. After all, Gov. Gina Raimondo is also a mother.
But while children in Rhode Island will be allowed to go trick-or-treating this Halloween, Raimondo said at a news briefing Wednesday that she is putting residents on notice that this year will be different.
Trick-or-treaters should travel in small groups, she said, with people they know. And Halloween masks do not count as protection from the virus. Anyone trick-or-treating, the governor said, also must wear a surgical mask or a cloth face covering. And there is another rule. Raimondo specifically stressed this rule for college students.
“I know this is a big time for partying, Halloween costume parties,” Raimondo said. “Don’t do it. Don’t even try it. We will bust your party. We will fine everybody $500…”
Social gatherings of more than 15 people are prohibited, and Raimondo said that state officials are going to be on the lookout for violators in neighborhoods where college students live. She urged residents who hear about any large gatherings or other violations to report them to the state Health Department’s anonymous hotline: (401)764-5544.
Here are some tips from the Health Department about how to stay safe this Halloween:
• Stay home and do not hand out candy if you are sick or have been exposed to someone with COVID-19. Keep your lights off so people know not to come to your door.
• Keep your group as small as possible. Limit gatherings to no more than 15 people and stick with the same 15 people.
• Use hand sanitizer before and after choosing pumpkins or picking apples.
• Take it outside. When celebrating with others, do it outdoors.
• Remember the 3 W’s:
◆ Wear a mask that’s at least two layers thick and fits snugly but
comfortably over your nose, mouth, and chin without any gaps.
◆ Wash your hands often with soap and water for at least 20 seconds. Or carry and use hand sanitizer that’s at least 60% alcohol.
◆ Watch your distance by staying at least six feet apart from others.

◆ Leave individually wrapped goodie bags lined up at least six feet from your door for kids to grab and go. Do not hand out candy from a bowl.
◆ Go trick-or-treating with your children to make sure they do it safely.
