Rhode Island State Police Colonel James Manni said the possibility of a mass shooting is a constant concern for people in law enforcement. Manni started work as superintendent of the State Police earlier this year. The 58-year-old Cranston native has had a long career in law enforcement, including 25 years with the State Police.
